Pakistan: Cannabis cultivation to be legalized in KP under licensing system

PESHAWAR, Dec 16 (APP): The Khyber Pakhtunkhwa government has begun deliberations to legalize the cultivation of cannabis under a regulated licensing framework, with excise duty to be imposed on production.

The decision was discussed in a meeting chaired by Director General Excise Abdul Haleem Khan, where committee members reviewed proposed rules and regulations for cannabis cultivation and processing. It was agreed that for medicinal use, a fee of Rs 600,000 would be charged for cultivating cannabis on up to five acres of land.

Industries granted licenses will be responsible for seed registration, certification and compliance with federal requirements. The district administration and the Excise Department will jointly ensure strict monitoring of cultivation and processing activities.

A sub-committee recommended that license validity be set between three to five years and suggested involving law enforcement agencies to strengthen security and monitoring mechanisms.

A working group comprising representatives from the University of Peshawar’s Pharmacy Department and pharmaceutical companies has been formed to finalize documentation for the legal cultivation of cannabis in the province.
