Tracy Brabin MP, Member of Parliament for Batley and Spen responds on cannabis issue

Dear XXX,

Thank you for contacting me about the "Seed our Future" campaign.

I appreciate that drugs policy is a sensitive subject on which there are many different and strongly held beliefs. Thank you for taking the time to make me aware of your views on the inconsistencies regarding the 1971 Misuse of Drugs Act and the Misuse of Drugs Regulations 2001.

In the last General Election, I stood on a platform which said that a Labour Government would establish a Royal Commission to develop a public health approach to substance misuse, focusing on harm reduction rather than criminalisation. Overall, I recognise the importance of an effective, proactive and evidence-based drugs policy.

I was also pleased that in November 2018, the law was changed to allow doctors on the specialist register of the General Medical Council to prescribe cannabis-based products for medicinal use. I support the prescription of medical cannabis where clinically appropriate, such as the use of Epidyolex for seizures associated with Lennox Gastaut syndrome and Dravet syndrome, and Savitex which has been recommended for relief of spasticity associated with multiple sclerosis.

However, more than 22 months later, many patients report that they are still unable to obtain a prescription on the NHS. A report by the Care Quality Commission found that just 6.5% of the total number of cannabis-based medicinal products prescribed to patients in 2019 came from NHS prescriptions. I support calls for the Government to speed up and improve the availability of medicinal cannabis on the NHS and guarantee that patients in our constituency and across the country can access funded medicinal products where appropriate.

Once again thank you for contacting me about this issue.

Yours sincerely,
Tracy Brabin MP
Member of Parliament for Batley & Spen
Shadow Minister for Cultural Industries
