He came forward after a resident last week spotted a cannabis plant in a tub in the High Street and reported it to the police. ‘I and others drop the seeds into the tubs,’ he said. ‘They get watered by nature – and the council.’ He even won an award for a display containing cannabis 18 years ago and ended up in court, where he was given a conditional discharge. John Brunsdon, a councillor for the town, said: ‘This happens all the time, we just remove them when we come across them.
