Uruguay’s Legal Cannabis Market is Open for Business

Today marks Day 1 of Uruguay’s legal marijuana market, a radical step towards diminishing Latin America’s thriving black market. The experimental measure was approved by Uruguay’s Congress in December, and now the global eye turns toward the small country of 3.3 million people in eager anticipation.

The details of Uruguay’s new cannabis industry were released earlier last week, some of which were influenced by legalization measures in Washington and Colorado passed in 2012. Here’s a brief rundown of the new rules:

Uruguay citizens can register for one of three access options. They can: (a) purchase 40 grams per month through a designated pharmacy, (b) grow six plants themselves with an annual harvest limit of 480 grams, or (c) participate in a collective garden of up to 99 plants with a 480-gram annual limit per individual.
Registration will be limited to Uruguay residents only, who will sign up at local post offices. This registry will be used by the government to track individual consumption habits and identify signs of abuse.
The government will be allowed to produce cannabis for scientific and medical research.

To ensure the black market’s downfall, Uruguay has set the price per gram at $1 USD. A steal like that conjures nightmarish images of dried up blocks of leaves and stems, but officials say even the quality will surpass anything found in the black market.

Illegal drug trafficking has cost Uruguay $80 million in combative measures, but President José Mujica acknowledges that cannabis will forever be an in-demand commodity. If science is showing us that cannabis is a benign plant with remarkable medical potential, why not snatch away from the black market their annual $40 million in blood-fueled profits?
