UK Letter: Growing Cannabis Is Not Anti-Social Behaviou

I was disappointed to read that a man, already cautioned by the police for growing eight cannabis plants in his own home, is having action taken against him by Hull City Council's Anti-social behaviour officers.

Anti-social behaviour is defined by the Crime and Disorder Act 1998 as "a manner that caused or was likely to cause harassment, alarm or distress to one or more persons". If this man has not hurt or threatened anybody, then the person responsible for this waste of time and money should explain why this action is necessary.
