India: 20 years imprisonment for cannabis cultivators

Srinagar, August 28 : Measures to curb the alarmingly increasing menace of drug addiction among youth and cultivation of cannabis in the Valley were discussed at the divisional level Anti Narcotic Task Force Committee meet here today with Divisional Commissioner, Kashmir, Masuad Samoon.

The meeting had a threadbare discussion over the illicit cultivation of Bhung and Poppy and various suggestions were put forth for eradicating its cultivation in the Valley.

The Divisional Commissioner directed the officers of Excise and Taxation, Police and Revenue departments to undertake a vigorous drive to destroy illicit cultivation of cannabis and other similar crops in Shopian, Pulwama, Anantnag and Kulgam districts of South Kashmir where its cultivated on large scale. He asked for engaging machines and labourers to destroy Bhung crop in the areas on war footing. He also called for launching awareness drive against drug abuse and counseling of drug addicts.

It was given out that Bhung cultivated over an area of 3,586 kanals of land in Shopian has already been destroyed. Besides, cannabis cultivation in Anantnag, over 1094 kanals of land and 2700 kanals in Pulwama has been destroyed. In Budgam district, 3770 kanals of land is under Poppy cultivation.

The Divisional Commissioner said those involved in the cannabis cultivation can be imprisonment for 20 years and the crime is non-bailable and also punishable with fine. He directed all the Deputy Commissioners to identify the areas in their respective districts where cannabis is cultivated and also cooperate with the Excise department in extirpating the social menace. He also stressed upon the Forest department to destroy Bhung cultivation on forest land if found anywhere.

Regarding usage of drug abuses, the meeting was informed that 15 persons of Kupwara district have been booked under law for drug addiction. In addition FIR has been lodged against 13 persons for selling banned Fakki in Pulwama district.

The Drug Controller was asked to keep a constant vigil on the chemists selling banned drugs and possessing no drug licenses.

The meeting was attended by Commissioner, Excise department, Pradeep Gupta, District Magistrates of Srinagar, Anantnag, Baramulla, Bandipora, Ganderbal, Shopian, Additional Deputy Commissioners of Kulgam, Pulwama and Kupwara besides, Drug Controller Kashmir, Health Services Kashmir, Director Rural Development, Kashmir and representatives of Forests and Police.
