THE magistrate Mr Williams' stand against the brand new fine surcharge,
saying it is "immoral" (News, April 10), made me thankful that he's used
a cannabis possession case not to impose this stealth tax.

With cannabis, I do not believe there is a victim.

This would be like saying that alcoholics are victims. It is a matter of
choice.
